Question about Steam

During these two time periods, is my game's page public (people can see the page but can't buy the game yet)?
Before your store page or game build can go live, there is a brief review process where we run your game, look at your store page, and check that it is configured correctly and running as expected and not doing anything harmful. This takes between 1-5 days.
There are a couple of additional timing requirements before you can release your first few titles on Steam:
A 30-day waiting period between when you paid the app fee and when you can release your game. This gives us time to review your information and confirm that we know who we're doing business with.

When you first create a Steam page (but don't release the game), there will be a review process where the Steam team will take a look at your page, mostly to check that the content on the store page meets their guidelines, and there is no fraudulent information or such. After this review has been finished and approved, you can make your game's Steam page visible. This enables people to search for the game, visit its page and community hub, and wishlist it.

When you're ready to release the game (at earliest after the 30 day waiting period), there is an additional little review process, as detailed in your quoted text. During that second review, the Steam page will be available as usual, but can not yet purchase it. Once that's over, you can make the game available for sale.

You can always just login to your Steamworks account, check your unreleased app list, click on your game, and check the "App Release State" (on the right side of the page). It should give you the necessary information about the visibility of your game's page.
