Thanks for all the feedback around the internet so far! Perhaps more illustrative pictures this time. It's Tillbehör, which means the customizable particle effects* particular to each character, from a random encounter.
*or, depending on the context of the story, a poof of glitter, or a magical spell in a shoujo anime, or a rocket's trail, or a futuristic minigun's bullets, or the bombs you have to dodge in a Warioware-style minigame that you're actually playing within the "game now hahahaha i got you distracted by having you follow my cool animated cursor that i got from
