If yöu're using Linux, Ubuntu and Gnome specifically, it's CTRL + SHIFT + U then type 00F6 and hit space for the löwercase. For the upper-case it's CTRL + SHIFT + U then type 00D6. Öh hö hö!

No problem. I haven't the faintest idea how I figured that out, anymore. I just remember finding it out a few months ago and tucked it away as one of those "hey, neat" things.
Some day I'll convince Gnome to adopt the Mac-style alt+keystroke system. Some day.
