Perhaps you could inform us of you level of programming experience?

If you're totally new to programming, you will want to start with Programming in Lua.

From there you can move onto the LOVE wiki and check out the article on getting started.

The forum is most helpful if you have more specific questions. As you learn, feel free to ask us questions about how aspects of LOVE work.

In reply to your question I have no real programming experience save for a small and very teribble game maker program that doesn't use a real verified programming language. I have two game ideas in my head right now and am designing characters for the more simple one (I think) and want to know where I can start making it and what is a good and effective language to use but is easy to learn

All languages have a degree of difficulty at first, but Lua is very lenient. Follow the links in my post and ask specific questions here and that should get you started.
