Trivia game

I'm a member of the Future Business Leaders of America club (FBLA), in Butler, Pennsylvania, and I signed up for the computer game and simulation competition.

Here is what the email I received says:

2010-2011 Topic:
You will develop an entertaining simulation/game that will show traveling by highway starting in Chicago, Illinois to the FBLA 2011 National Leadership Conference in Orlando, Florida. Along the way, billboards will display multiple choice questions related to financial literacy. The player must choose the correct lane with the right answer to get more fuel for the trip.

I have no idea how to go about doing this. I can get the questions, and all of the graphics, but can anyone help with moving the car, stopping it at the billboards, and shuffling through the questions to display them on the boards? Or is this the wrong engine to do this project in?

EDIT: I removed the example I had, because I realized the code was really cluttered.
Also, I should mention that I have very little programming knowledge, and this has to be submitted by Dec. 4th.
The graphics don't have to be anything special either.

Someone did a trivia game for a South American city a while ago.
Start here. And then go from there reading from the docs. Or asking the forums, "How do I implement X feature?"

As for how to start, I'll leave that answer to someone else.

Maybe. If was a simple Quiz you could even require instead some web solution like some Flash+XML Quiz engine or some simple HTML/PHP/JS solution. But since you want to do with animations (well you can costumize also some animation with "web"/html solution) Love can perhaps do it well since you have some more flexibily if you have some time to invest on this. Love/Lua is not a RAD (Rapid Application Development) apllication but it's easy enough as starter language.
