Yes, Apple is a hardware company. They sell Macs as the whole widget. The whole experience. OS X is part of the experience. Also, it's not really "locked" since you can run OS X on a PC if you want. You can also run Windows on a Mac. In fact, PC's and Mac's are the same thing. Macs just happen to have a few more specific things custom made for them. (Also, I don't know whether I was supposed to use apostrophes or not.)
I guess this thread is done since we've answered the question. Windows users can make Mac versions in app packages from their Windows PC's without requiring a Mac.

can, but it's not legal. The user agreement prohibits installing OS X on anything but a Mac, IIRC.
