If you use Windows, you should really try a program called iDraw. It's a small program and only supports up to 256 colors, but it was by far the best program to use. Once you know how to use the tools, it's much easier and faster than any other program I've used. I use OS X now, and use Pixen, which is okay, but nowhere near iDraw.

paint.net for most game textures and rarely i use artweaver

Windows:
Pixel: Either GraphicsGale or Paint.NET (I have a lot of palettes for graphicsgale and it's nice when I don't need to scale things up)
Vector: Inkscape.

Mac: No. (For anyone who uses a Mac try Pixen I guess)

Linux:
Pixel: ASESprite
Vector: Haven't tried, but I'll put Inkscape here since I believe it's cross platform. No clue.

So yeah. That's all.

I've always used GIMP for everything on both Linux and Windows and I really like it. It takes a little to get used to because of some stupid details (especially the fact that there's no way to introduce transparency to an image with white background). People have recommended GraphicsGale for me several times so I guess that's probably a good program too.

Right-click in the layers panel, choose 'Add Alpha Channel'.

Don't worry about bad graphics. Just make 8-bit ones, its easy! Simply make an image with the dimensions of 8x8. Then place blocks down in the shape of whatever, and resize the image.

8x8 is very small, the few times i have done pixel was it 16x16 or 32x32.
