If your focus is HTML5 then I would suggest GameMaker, but there are a ton of choices available.

Considering your requirements, you should probably try some of the javascript canvas game libraries. I haven't really worked with any, but I saw a presentation from the guy who made LycheeJS and it's looking pretty cool.

There is PHPSGE for real-time strategy games, but I have never used it myself so I can't comment on its quality or usefulness.

MelonJS is nice javascrpt framework. Small and compact.

I'm an löve user, but for a ludum dare i choose to use melonjs (blind). This is what i created in 48h http://sience.schattenkind.net/ld24_post/ .

So it's easy to use and learn :).

If you're in a hurry then I would also recommend Game Maker, GML has a crap load of API functions for just about anything. Its much easier to learn than any real programming language but you might get "stuck" with Game Maker if you go down that road. not bad if you have the money to splash.

There are free game framework at sourceforge that you can use in developing game.
