Kind of. It's compiz that's drawing an openGL surface on top of the wallpaper. Unlike older "live wallpapers" (which were actually just a video being looped), this allows you to use your desktop just like normal, with icons and whatnot.

Zac, in case you didn't know, Ubuntu is FREE. They are just trying to get you to give them money. On that topic, I'll sell you my copy for $50. Take it or leave it. Or download it yourself from their site.
