That is user based, not post based. Nobody see's that YOU gave karma, nobody knows what the user got karma FOR.

Definitely not but vector graphics can look nice and easily rasterize, plus it's always a good idea to have high-quality source images if you decide to change the size later. SVG -> 32x32 is far better then SVG -> 64x64 then changing your mind and resizing 64x64 -> 32x32
I use gimp often but it's much more difficult then Paint.NET, my first choice.

It's up to the user to decide if others can see his karma. Click on my karma points ;)

Yes, and that's what bothers me, that I can't set it to default.
