So it is fine submitting a game to Steam without any license on it?

Steamworks should help you with that.... I think.. :|. If there's no license it would cause chaos.

First off, steamworks is unnecessary. Second so I need to pay about 100$ for a license?

If there's no license, standard copyright law applies.

It's almost the same value as iOS dev membership. And remember they also reject things.

You don't need to pay for a software license. Applying for your game to be on Steam is free too, however to be honest I don't think your current games will be accepted.

I don't know then where Davidbot got that 100$ dev fee value. From here http://www.steampowered.com/steamworks/
Steamworks is entirely free. There are no licensing fees and there’s no charge for bandwidth, retail copies, or OEM distribution. With Steamworks, you avoid the overhead and delay of certification requirements. Distribute your game on your terms, updating it as quickly and frequently as you see fit.
