pxtone. Comes with a composition program (ptCollage), instrument editor (ptVoice), and a sound editor (ptNoise). For an English user interface delete japanese.ico in the root directory. :D

[edit] Oh, and that list should definitely include GraphicsGale, especially because it's not included in FreeGameDev's own list. :(

Just noticed that these were not on the wiki page. Partimetroid, you know that you can edit the wiki, don't you? Just press the little login link on the right. You can use your forum's user and password, and you are good to go.

Nine Inch Nails' Ghosts I-IV and The Slip are both under a CC BY-NC-SA 3.0 license. You can even find the multitracks for many of the tracks in those albums at http://remix.nin.com/
