is there a windows version? or whatever's going on because it wont start up on my computer. love keeps crashing immediately.

It is cross-platform. What does it say when LÖVE crashes?

"LÖVE has encountered a problem and needs to close. Please tell Microsoft about this problem." the standard stuff. i looked in the topdowncity.zip file and the folders are called MACOSX.

That's just like Thumbs.db on Windows: they provide extra functionality, are hidden on that system, but don't pose any problem for other systems.
