What hardware exactly are you running your Windows 8.1 on? Maybe we can see some similarities and come to a conclusion this way.
It might not only be a Windows' window manager problem with aero but also some more Driver-stuff involved since I asked some people running 8.1 as well who told me it was running pretty fine.
By the way I tried turning on fullscreen on my windows machine as well and ta-da! it works fine. What the ... is going on here?
