It's an OpenGL extension, so we should be able to test if the extension is loaded. (the extension is part of the OpenGL 2.0 standard IIRC)

Can you also return the ability to play a sound file more than once at a time without having to create multiple instances? Only allowing them to play once at a time really goes against every single other game out there and makes certain sound effects not work right.

Well, it's not the sounds that can't be played multiple times, it's a source, think of them as RL sound sources and you'll understand that it'd be weird if it did.
