I am Semih Masat from Turkey.
I don't know is this right place for this but i want to say that i am started the project called "LöveIDE".
As you can understand i am developing an IDE for Löve.
I will inform you as soon as possible when the early beta is avaible.
While i am trying to develop an early version for LöveIDE, i am waiting for your suggestions.

Ahm ... why start from scratch!?
Just use Decoda (its open source) or ZeroBraneStudio.
You can also get Visual Studio 20xx and enhance the MSBuild files to support Love. Take a look at https://github.com/juj/vs-tool or https://code.google.com/p/vs-android/ .

Decoda? You could use that. But if you want breaking on errors, a locals window, reasonable intellisense, and maybe even type checking (which can be disabled in settings), you could try Love Studio.

While also agreeing with the above users, what exactly does this IDE of yours support, what does it look like, what's it coded in, and what makes it unique?
