Also apologize for the necropost, but I use the (somewhat-out-of-date) Box2D implementation in GameMaker and also faced this problem. For me the easiest solution was to use boxes instead of edge/chain fixtures for my level boundary. The boxes seem better a displacing things properly, and works great...
